EVENT DOCUMENT Important information about the VI Open International Tournament “Transpolar Cup” in Karate Kyokushinkai (Kumite) – The Absolute Weight Category

AMS & TASKS: - The VI Open International Tournament “Transpolar Cup” is a seasonal event of AKR, FKR, IFK, FK of Vorkuta and takes place with the aim of: - Developing of sport international links and changing of experience between sportsmen, coaches and referees; - Propaganda of patriotism and love to the Motherland; - The popularization of Karate Kyokushinkai as one of the wrestling events in Russia, Komi Republic and Vorkuta; - Development of sportsmen and referees skills by means of increasing their competitive practice; - To popularize of a healthy way of life among our young people under the motto: “ Karate Kyokushinkai - against drugs”. 2. PLACE & TIME: The Tournament will be held from Dec. 15, 2007 in Vorkuta (the Komi Republic) in the sports Arena “Olimp”. The address is: 51, Lenin Street. Buses 10, 11 till the stop: Central Square. All the participants will be met at the station. The schedule of events for the VI Open International Tournament “Transpolar Cup” is listed below: Dec. 13-14, 2007- arrival, registration of the participants; Dec. 14, 2007 - 3-5 p.m. - medical examination, weighing; - 6-7 p.m. -mandate commission, sortition. - Dec. 15, 2007- the competition day: - -2 p.m. - Solemn opening; - -2.30 p.m. - The beginning of the battles; - -6.30 p.m. - The finishing of battles; - -7-7.30 p.m. - The awarding of the winners and the closing ceremony - of the tournament. - -8.00 p.m. - Sayonara .(café “Veteran”); - Dec. 16, 2007 - Cultural program (the program is applied) and departure of the participants. - -Notice: Time in Vorkuta is by Moscow. - -3. DISTRIBUTION OF THE PARTICIPANTS: - Distribution of the participants will be held at the “Vorkuta” hotel at 5, Central Square. - The cost of dwelling, feeding is 25$ USA per person a day; - Feeding of sportsmen and representatives is at the “Veteran” cafe. - -4. ORGANIZATION & LEADERSHIP OF THE TOURNAMENT. - The direct fulfillment of the activities, concerning the preparation and holding of the VI Open International Tournament “Transpolar Cup” is laid upon Organizing Committee and “Unity of Art of Fighting” in Vorkuta. - - Responsible group: The Chief of the Organizing Committee of the “ Transpolar Cap” is V.A. 5. REFEREEING. According to the Rules of Competitions, the question of forming the referee brigade at the VI Open International Tournament “Transpolar Cup” is the responsibility of the Chief Referee of the Tournament. The Chief Referee of the Tournament is Kotvitsky D. (1 Moscow). The Chief Secretary of the Tournament is I.N.,Golubets (1 K, Vorkuta.).
6. PARTICIPANT OF THE TOURNAMENT.
Sportsmen having the category not lower than 4 qu and not younger than 18 years old, are allowed to take part in the VI Open International Tournament “Transpolar Cup”. Each team has the right to put out up to 5 participants. For the Mandate Commission each team should have: - Claim for the team of a standard model (with passport data and VFD seal, application one); - passport of every participant; Budo -passport ; Medical certificate FOMI. The Organizing Committee of the “Transpolar Cup” settles questions related to the adding insurance for the sportsmen Each sportsman is responsible for his own: White clean kimono; Belt of corresponding category; White covering protectors for a shin and the top of a foot, A shell for a groin.
7. RULES OF THE COMPETITIONS. The VI Open International Tournament “Transpolar Cup” is absolute weight category among men in Karate Kyokushinkai (Kumite) is held in accordance to the Rules of the Competitions (Kumite) confirmed by Goscomsport of Rus sia in Nov. 18, 1996 with the addition in Sept. 7, 1999. In addition to these - rules the regulations of the final battles are introduced: Battle for the third place and the final battle are held in regulations: 3 min. + 2 min. + 2 min. + weighing + results of tameshivari + 2min ; Besides the difference in weight, taken into consideration in draw, should be equal or more than 10 kg. Competitions are held in the Olympic System (with going out after defeating) with holding battles for the third place. Preliminary battles if the number of participants is less than 16 are held in the circular system to the finale. Finale battles – the Olympic system of battles.
The Organizing Committee isn’t responsible for the injuries (shocks), got by the sportsmen during the battles. The participants may refuse the use og covering protectors on legs by their wish.
Before 1/4 final tameshivari (2 techniques): hidzhy, gery (fist, elbow, edge of the palm).
8. DETERMINATION OF WINNERS AND AWARDING. The determination of the winners of the “Transpolar Cup” is made accordingly to the Rules of the Competitions (Kumite), confirmed by Goscomsport of Russia in Nov. 18, 1996 with the addition in Sept. 7, 1999. The winners (1-8 places) are awarded by: Cups; Medals; Diplomas; Monetary prizes: 1 place – 3000 $ USA; 2 place – 1500 $ USA; 3 place – 500 $ USA; 4 place – 300 $ USA; 5-8 place – 100 $ USA. Special prizes “For Will to the Victory”, “For the Best Technique”, “For the Shortest Battle” (according to the decision of the organizers of the Tournament and the Referees; “For the Victory in Tameshivari”; The Mayor’s Cup of Vorkuta (the President of the Union of the for North Towns and the Polar Area of Russia). The name of the winner is put on the main “Cup of Transpolar Area” which is kept in Vorkuta accordingly to the “Statute of the Cup”. The founders of the Tournament “Transpolar Cup” have the right to enlarge the fund to the winners, and the number of prize places isn’t decreased.
9. THE FINANCIAL CIRCUMSTANCES. All expenses, connected with the organization and holding of the VI Open International Tournament “Transpolar Cup” are the responsibility of the Organizing Committee of the “ Transpolar Cap”. All the expenses, connected with transportation, dwelling and feeding of the referees are the responsibility of the Organizing Committee of the “ Transpolar Cap” If the participants or referees refuse to take part in the Tournament after sending preliminary claims, the team must compensate the Organizing Committee for the loss.
10. CLAIMS. Preliminary claims for the participation in the V I Open International Tournament “Transpolar Cup” and also the claims for the reservation at the hotel and booking return tickets send up to Oct. 20, 2007 Please remember to write passport number and series, departure day. NOTICE! Organizations and representatives should send their preliminary claims before the dates listed below.
The absence of timely preliminary claims will make it difficult for tournament organizers to advertising the Tournament in Mass Media, and in reserving and sending.
The preliminary claims must be received by Oct. 20, 2007. A team without preliminary claim will not be allowed to participate in the Tournament.
The purpose of this document (statute) is to extend an official invitation to the Open International Tournament “Transpolar Cup”.
